The South Meadows Specific Plan was adopted by the Payson City Council on January 20, 2016. The planning area consists of approximately 1,000 acres near the 800 South/Interstate 15 (I-15) interchange. The consultant team lead by blu line designs compiled these land use plans by using information from the economic study prepared by Zions Bank Public Finance, as well as meeting with stakeholder and steering committees. These committees consisted of irrigation companies, private utility companies, education officials, transportation officials, and property owners within the study area.
