New Payson City Website Coming Soon
Just behind the big celebration of the City’s rollout of its new brand that builds on Payson’s heritage and plans for the future, a new Payson City website is coming soon! The City’s new slogan is “Home to Adventure.” We hope that you will continue to experience Payson’s spirit of adventure by utilizing the upcoming website as you conduct business with the City, learn of the many exciting events held and offered in Payson, participate in our many recreation and library programs, and stay current on what is happening in your community.
The dynamic website will be provided by Municode Corporation.
The ease of navigation is highlighted by the ability to access most parts of the site through multiple methods including an “I Want To…” section that will feature the most common citizen search inquires. The site will also include more information about the City's parks locations and amenities.
The site will also feature a new Economic Development Page, which will highlight current commercial projects approved and underway in Payson City, as well as several available sites for new projects.
Later this summer, Payson City will debut its new website. We urge citizens to keep checking back to see the new website.

Notice is hereby given by Bill Wright, Payson City Mayor, and the Payson City Council as follows:
On September 14, 2021, a petition for annexation was filed in the office of the Payson City Recorder by Hawkmoon Holdings, LLC, for the purpose of requesting annexation of approximately 56.2 acres located at approximately 11950 South 1950 West (Utah County) into Payson City.
Receipt of Notice of Certification
The petition was certified as required by Utah Code Section 10-2-405(2), and the Payson City Council received the Notice of Certification on October 12, 2021.
Description of the Property to be Annexed
The area proposed for annexation is located at approximately 11950 South 1950 West (Utah County) as identified on the enclosed map and is more particularly described as follows:

Inspection and Copy of Petition
The complete annexation petition is available for inspection and copying at the City Recorder’s Office, 439 W Utah Avenue, Payson, Utah, between the hours of 7:30 a.m. and 6:00 p.m., Monday through Thursday, excluding holidays.
City May Grant Petition and Annex Property Unless Protest Filed
The Payson City Council may grant the petition and annex the above-described property unless a written protest to the annexation petition is filed with the Utah County Boundary Commission, and a copy of the protest is delivered to the Payson City Recorder no later than Thursday, November 11, 2021, which is 30 days after the Payson City Council’s receipt of the Notice of Certification.
Where Protests May Be Filed
Protests shall be filed with the Utah County Boundary Commission, ATTN: Kris Poulson, Chair, 100 E Center St. #1100, Provo, UT 84606 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except holidays. A copy of the protest must also be delivered to the Payson City Recorder’s Office, 439 W Utah Avenue, Payson, Utah, between the hours of 7:30 a.m. and 6:00 p.m., Monday through Thursday, except holidays.
Who May File Protests
A protest to the annexation petition may be filed by the legislative body or governing board of an affected entity, or “an owner of rural real property” according to UCA 10-2-407.

Pressurized Irrigation Problems
Problems with the Pressurized Irrigation (PI) system
Residents of Payson:
With the recent monsoonal storms there is a great amount of mud an silt in the Highline Canal and they have shut down the canal until late Thursday or Friday. The Highline Canal provides a majority of our irrigation water to the city. Having said that, Payson City is not planning on shutting down the pressurized irrigation system. We will utilize some of the water from the Payson Lakes to keep the system on. However, we would request your help in conserving the PI water the best you can during this week until the Highline Canal is re-energized. Thank you for your cooperation.
Letter from Mayor Wright regarding truth in taxation
July 29, 2021
Dear residents of Payson,
As Mayor of our great community and on behalf of the city council, I wanted to reach out and provide some explanation of our Truth in Taxation Hearing scheduled for August 4, 2021 at 6:00 p.m.
Payson City has held Truth in Taxation hearings for the last five years with the exception of last year due to COVID-19. For many years, Payson City has held the certified tax rate steady. This creates a small incremental increase in taxes, but precludes much higher increases in the future.
Whenever we hold a tax hearing, we are required to notify Utah County of the maximum percentage the city would be willing to increase the city property tax. This allows the County to print proposed tax notices. The City Council is not obligated to raise taxes to the full percentage noticed. In fact, the city has generally not raised taxes to the full percentage noticed.
This year, the notification deadline was before a scheduled city council work session. The 20% cap was noticed to allow room to hire additional engineering and planning help for the growth that is occurring and open up a discussion with the Council.
At the city council work session on July 7, 2021, the Council expressed their desire not to raise the city property tax by the proposed 20% and asked staff to utilize reserve funds to pay for the additional engineering and planning help. The Council's desire was to hold the certified tax rate at the same level as it was last year, to keep in step with prior years practice.
In the certified tax calculation, generally the certified tax rate declines each year, so Cities are not able to reap the full benefits of growth in the community, even though growth means more expenses to the city. This year is no exception, the calculated certified tax rate was a reduction from the previous year.
If the Council holds the tax rate steady (.001193) the tax increase would be approximately 5.8% over the computed certified tax rate. For a $302,000 home, the increase in taxes over the certified tax rate would be approximately $10.80 per year.
We always welcome your input at the City Council meeting, but wanted you to be aware that the city more than likely will hold the city's certified tax rate the same as last year.
